As far as I remember mschulz commenting on this in the past, the 3100 is a completly different hardware what what we support right now and it requires a new 2D driver. Once such driver is implemented, the 3d part can be taken from Mesa (like our current GMA driver is doing).

Note: I'm personally not planning on working on Intel graphical chipsets support.
